No dia 24 de Fevereiro de 1848 foi proclamada a segunda república por Alphonse de Lamartine, após forçar o Rei Louis-Philippe a abdicar do trono, e foi instituído um governo provisório, pondo fim à Monarquia de Julho.

Alfred Delvau (Paris, 1825 – 1867) foi um jornalista e escritor francês, secretário particular de Ledru-Rollin (Republicano progressista, um dos líderes da campanha dos Banquetes que levou à revolução de 1848 e à Segunda República). Em 1846 escreveu artigos para La Réforme, Le Triboulet em Janeiro de 1848 e no Jornal pour Rire. Em 1854 juntou-se à equipe do Dicionário de Língua Verde, e contribui também para Le Figaro.
