Publicado pela Marinha da URSS sob a direcção do Almirante Sergei Gorshkov, este atlas monumental constitui a mais ambiciosa síntese cartográfica dos oceanos produzida durante a Guerra Fria, reunindo décadas de investigação oceanográfica soviética e dados do Ano Geofísico Internacional (1957-1958).

Os três volumes cobrem sistematicamente o Pacífico (1974), o Atlântico e Índico (1977) e o Ártico (1980), organizados em secções temáticas: história das explorações, geomorfologia do fundo oceânico, clima atmosférico, hidrologia, hidroquímica, biogeografia e cartas de navegação. A obra foi concebida para uso científico e militar, servindo oficiais da Marinha soviética, capitães de navios mercantes e investigadores. A qualidade cartográfica e a amplitude dos dados compilados tornaram-na referência internacional.

A série soviética original compreende os três volumes aqui reunidos, constituindo um conjunto completo e autónomo. Após a dissolução da URSS, a série foi continuada pela Federação Russa com volumes adicionais: «Проливы Мирового океана» (Estreitos do Oceano Mundial, 1993), «Человек и океан» (Homem e Oceano, 1996), «Антарктика» (Antárctida, 2005), além de um volume de terminologia e tabelas de referência.

Sergei Georgievich Gorshkov (Kamianets-Podilskyi, 1910 — Moscovo, 1988) foi Almirante da Frota da União Soviética e comandante-em-chefe da Marinha soviética entre 1956 e 1985. Sob a sua liderança, a URSS transformou-se numa potência naval global, com capacidade de projecção oceânica à escala mundial. Supervisionou a publicação deste atlas como parte da estratégia de afirmação científica e militar soviética nos oceanos.

Published by the Soviet Navy under the direction of Admiral Sergei Gorshkov, this monumental atlas constitutes the most ambitious cartographic synthesis of the oceans produced during the Cold War, bringing together decades of Soviet oceanographic research and data from the International Geophysical Year (1957–1958).

Sergei Georgievich Gorshkov (Kamianets-Podilskyi, 1910 – Moscow, 1988) was an Admiral of the Fleet of the Soviet Union and Commander-in-Chief of the Soviet Navy between 1956 and 1985. Under his leadership, the USSR became a global naval power, with the capacity for worldwide oceanic projection. He oversaw the publication of this atlas as part of the Soviet strategy for scientific and military assertiveness on the oceans.
